requirements will be met by the new journal we suggest that either a similar journal for South China must be produced in Hong Kong or that such quantities of the London pictorial *Ch'eng Pao" as Hong Kong consider: advisable must be
supplied to Hong Kong for South Chine. The printing of London "Cheng Pao" will be continued for Chinese Labour Corps in France and Chinese colonies in foreign countries.
It would only be possible, if Hong Kong is against Shanghai Committee's proposal, to sanction a restricted issue, say 125,000 copies per month, of new combined journal, and accordingly only to increase grant to a less extent. Unless
you see strong reasons to the contrary,we shall consider adding Siamese captions to existing Chinese captions, and employing journal also for circulation in Siam, if London "Ch'eng Pao continues in a greatly restricted form.
We shall be glad to receive observation of Shanghai Committee on these considerations together with your own opinion generally on proposal.
